I have the honour to invite your attention to the matter of the war bonus due to Mr.D.Burlingham, Assistant Superintendent of Police, Hong Kong, at present on leave in this country. The position is as follows :-

2. In your letter No.25744/1919 of the 14th May last, you authorised us to pay a war bonus of 10% on Mr.Burlingham's salary, as from the 1st of January 1918. Celculated on this basis the war bonus due to Mr.Burlingham for the period 1st January 1918 to 28th February 1919 amounted to £55.9.4. and this sum was accordingly paid to him.

Subsequently we received his leave certificate on which there was the following no te "he is also entitled to a war bonus of £58 per annum from 1st March 1919 to 6th April 1919 and £60 per annum from 7th April 1919*. These rates being the equivalent of 10% on his salary and duty allowance of £100, we assumed that his war bonus from 1st January 1918 to 28th February 1919 should also have been paid at the rate of 10% of his salary and duty allowance for that period, and we calculated that the total amount due to him on this basis was £67.2.8. We therefore paid him a further sum of £11.13.4.

4. Te have now received from the Colonial Government a letter dated the 2nd August in which it is stated that the amount of the war bonus due to Kr.Burlingham for the period lat January 1918 to 28th February 1919 was £49.7.0. No information is given as to how this sum is arrived at and we shall be glad to know whether you can throw any light on the matter, as Mr,Burlingham objects to repaying the difference between the amount which he has received-£67.2.8.- and the amount now said to have been due £49.7.0.

5. No action has yet been taken with a view to the payment of the extra 10% due for the months of January and February last under the recent award, but from 1st March we have paid twice the rates entered on his leave certificate.
